Circle freezes incident-linked USDC during Binance wallet security response

Following the October 29 Binance wallet security incident, Circle reported freezing more than 800 million USDC associated with the incident. Binance separately estimated about USD 6.3 billion in total affected assets and about USD 3 billion frozen on-chain across cooperating parties by its October 30 announcement. SOG treats this as specific issuer-controlled restrictions, not a token-wide depeg, reserve impairment, redemption halt, seizure, or confirmed victim restitution.
